I sometimes send members a happy birthday email and was wondering whether it goes to an email account within this forum. Or an external email account. The reason I am asking is because sometimes they haven't been active for a couple of years and if its within this site they probably wouldn't know I've sent them an email. I would like to keep doing it though when I'm online.

If you are using the email feature, it is going to their email account as long as their email is still active.
